no power up drops hp trans up etc.

I don't think that's a bug. They will add the drops along with the cans as soon as they can.

They exist. Go kill an item box or an elkern at a higher level.

The should have a small chance of dropping out of every mob.

im talking about at the levels everyone is at now i have yet to see one hp up...
